DEPUTY EXECUTIVE DIRECTOR

The Native Benefits Plan (NBP) is an Aboriginal organization that seeks to be a benchmark in pension fund management and an expert in fringe benefits for First Nations of Quebec. Since its establishment in 1979, the NBP has focused on improving the financial independence of First Nations members.

ROLE

Under the executive director’s supervision, the job holder’s role implies an active participation in the strategic development of the organization, including the preparation of the strategic plan, observing market trends, analyzing results and recommending adjustments. They take care of cross-disciplinary mandates, handle strategic partnerships, are responsible for the RBA Foundation and keep up with the performance indicators for every department while ensuring conformity and transparency.

MAIN RESPONSABILITIES

– Strategic development of the organizations

The job holder actively takes part in writing, reviewing and implementing the strategic plan. They observe market trends, advise regarding strategic partnerships, growth opportunities and organizational issues by integrating risk assessment and mitigation measures. They take care of complex cross-disciplinary mandates, ensure the cohesion of initiatives, oversee the governance of the RBA Foundation and the implementation of its business plan. They help evolve the performance indicators and analyze the results to recommend adjustments for all departments.

– Managing the Talent, Culture and Communication Department

They manage the Talent, culture and communication team. Overall, they identify optimization methods, lead transformations and changes, and oversee talent management by deploying an inspiring, equal and inclusive culture. They ensure modern and efficient communication strategies designed to develop our clientele, attract new talent, retain employees and relations with stakeholders.

Furthermore, they guarantee regulatory and financial compliance, prepare budgets and manage resources. They take part in strategic objectives and implement them through action plans while assessing and alleviating operational, financial and strategic risks.

POSITION PROFILE

In order to adequately fulfill the role, the job holder must have the following knowledge:

  • Thorough knowledge and understanding of the Indigenous peoples of Canada, their economy, cultures, challenges and structures.
  • Thorough knowledge and understanding of the Canadian markets for financial services and products, including employee benefits and pension plans, their respective laws and regulations, trends and competitive dynamics.
  • Understanding of financial and budgetary obligations, including financial modelling, performance indicators and return on investment indicators.
  • Knowledge in terms of governance and of strategic development for organizations in Canada.

QUALIFICATIONS

  • Have a bachelor’s degree in business administration with a concentration in finance, accounting or financial services;
  • Having one or multiple recognized certifications in areas of expertise relevant to the position will be considered an asset;
  • Having a master’s degree in business administration will be considered an asset;
  • A minimum of 10 years of experience in finance, pension plans or employment benefits, including at least 5 years of experience in management;
  • Ability to speak and write in both French and English at a high level;
  • Availability to travel on a regular basis nationally;
  • Have a valid driver’s licence;
  • Having a network established nationally in political, financial and business circles, both Indigenous and non-Indigenous.

HIRING PRIORITY

In conformity with the Retirement Committee’s expectations, the Deputy Executive Director position is exclusive to First Nation members. The NBP established a hiring priority for the position to ensure we provide services that satisfy the needs of communities by a competent and understanding person that understands the operating environment of our clientele.
